A  1959 survey of higher education in the Tidewater, Virginia area was commissioned by the State Council of Higher Education.  While the survey's primary focus was on the status of public education, this page from the final report contains a recommendation on the value of privately-controlled educational institutions.  The two existing private colleges in the region, Hampton University and two-year Frederick College, would not be seen as competing with a four-year, church-related college.
